Here is an animated example of one I just did. You can use the "move tool" to move this layer around in the image if you need to move the light direction. Times, it will add more light, giving the affect of a bulb.Ħ. Paint the areas you want to add the light, or shine. Select the Paint Brush and set the foreground color to WHITE.
